Latency
Latency is the time between an action or image change and its result becoming available. In a display stream, it includes the delay through capture, processing and presentation.
Latency differs from frame rate: a stream can deliver many frames each second while showing them after a noticeable delay. A timeout is different again; it limits how long an operation waits for a response.
Scaling and filters can add work to a stream, and the result depends on the system and configuration. See Frame rate, Stream Display and Window Stream.
